Hi,
we want or will want some nebula for the background, for aesthetic reasons.
If anyone wants to try out their hand and offer some, we'd appreciate it.
I'm going to try following these instructions myself in the GIMP, so will be interesting to see if I get anything looking good (I'm not an artist).

Pov-source code
This file uses a small utility called "biowin" for POV-ray for the "biological" looking space-ship thing. You can download it from this website.
I have no other plans for contributions to this project for artwork, this is why I'm including the source code(s) so someone else can pick up where I left off. And yes, you may use the images however you want for your game

Zanzibar: I think he wants a single nebula, that could be placed on a map or something like that. If I am wrong, sorry.
What I was thinking is wo do a nebula that looks like the ones in Star Trek Armada 2.Those things look pretty good, seem to be low poly and you can see through them at anything. I could try, but I don't think I can get the shape right, but I just learned how to manipulate maps, so I'll try too.

I just put 5 nabulae in the repository, if anyone wants to have a look. I used the POV-Ray Galaxy headers Zanzibar alluded to, and it was easy to make stunningly-cool nabulae with them. I'm writing the code now to place them in the map. I don't think we'll need any more nebula graphics, though if you're already working on this or have some already finished, let me know and I'll add them.
Great that nebulas got sorted.
And just an idea, can you easily generate circular nebulas? It would be cool looking to have planetary nebula surrounding a dead starsystem- neutrino star/brown dwarf/black hole. To make it look good the nebula would have to big enough to overlap few nearby systems. Can't remeber seeing planetary nebulas in any 4x game so far.

if you guys want a good starting point, try grabbing a section of a hubble image:

then blend out the edges with the eraser tool. you could also try lasso with a large feathering radius, then erasing everything outside the selection. that should give a very nice fade-out.
