Most strings of the form "a X was ..." could be rephrased to "X was..." or "the X was...". Some might be awkward, but that's probably better than a/an type mismatches.

Some time ago, there was a talk to change building into projects (construction project, terraforming project, ...).

... but it went nowhere, I guess.
