I have occasionally seen where the AI has apparently begun building multiple colony starts at the same outpost. So one completes and the other goes to "never build" land. Do they forget that something was building? If a better opportunity presented, why not cancel the build and get the best choice?
My latest game had really strange one (see below). There was a partially-build colony start for Gysache, at a Gysache world! Normally the system wouldn't let you make two colony starts of the same species. The only thing I can think of is that the AI started the colony at an outpost then colonized later with a colony ship or base.
