Where does it show how many troops you have on your own planets (e.g. for defence). For that matter, how do you get troops in the first place?

You start out with troops. Additional troops can be gained by researching appropriate techs in the "Defense" category.

You can see any planet's troops by expanding the panel above the buildings.
