Is it worth sending an outpost (ship or base) to settle asteroids? Do you need to have research any specific technology to be able to produce or build anything?

The only species in game (currently) that can colonise asteroids is Exobots, which you do need to have researched, and you need to put an outpost there to put the exobots down.
Worth noting that asteroid fields in a system with populated planets are sometimes worth outposting early as there can be a production bonus and you might want to build asteroid hulls.

1. After researching Microgravity Industry. Your industry focused Planets with Outposts on Asteroid belts in the same system will get +5 industry.
2. The Asteroid ship hulls can only be produced in systems with special buildings constructed on Asteroid Belts. Two of the armor ship parts also need these buildings somewhere in your empire.
3. After researching Exobots you can colonize Asteroid Belts with them.

Um, yeah, most of us that sort of get volunteered keep putting it off. The in game Pedia is quite good, and I try to improve bits when it's apparent from the forums that something is really unclear, as do others, the French translator's been doing some excellent work improving the English version as he goes through as well, which is nice.
