game not starting

i just found this game earlier today and i downloaded it from http://www.freeorion.org/index.php/Download but when i tried to play it it came up with "the application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem." ive reinstalled numerous times and it changes nothing and ive downloaded .Net framework 2.0 and i tried to download windows xp service pack 2 and it said i already have a more recent version of xp service pack and nothing has changed.
OS: Windows XP

You may need a newer version of the .NET framework than 2.0. Try whatever is the latest that's available from Microsoft, which is 4.0, I believe: http://www.microsoft.com/downloads/en/d ... 86f32c0992

Do you have XP Service Pack 3 installed?

If so, I have no idea what else to try.
