Your log includes "FreeOrion v0.3.17+" as the window title. That is several years out of date. Have you tried the v0.4.4 version? Particularly if you have a non-english Windows install, as your error message would suggest...

Have you fully updated your video drivers? From the manufacturer, not windows update.

Try deleting the contents of the directory described here.

Specifying your operating system might help.

Can you run "cmd.exe", navigate to the FreeOrion install directory, and run "FreeOrion" from the command line? Report if there is anything interesting output on the command line...

Also, could you try the test build for the SDL / SDK branch? It might avoid whatever problem is preventing Ogre from starting up on your system... See: viewtopic.php?p=73724#p73724

Did you download the Installer which only includes the binaries, maybe? The Installer should be something between 100 and 200 Megabytes in size.
Attached patches are released under GPL 2.0 or later.

Possibly, although that error message on the command line is strange...

What happens if you run "freeorion -g" from the command line? Do you get a config.xml in the same directory mentioned above?

If so, what is on the line with "resource-dir" in it?
