I have noticed that ships will repair even if they are not in supply.
Fleet Field Repair mentions having to be in supply, but Advanced Damage Control does not.
Is this intentional?

Repair out of supply, yes. Not mentioning it in the description? No.
I'll, um, fix that—it's been that way as long as I can remember but I did a lot of tweaks to it awhileback and improved the descriptions without adding that essential point.

Yea, maybe something like;
"Unlike Fleet Field Repair, Advanced Damage Control will repair ships in systems that are out of supply".
"Unlike Fleet Field Repair, Advanced Damage Control will repair ships in systems that are out of supply".
