Suggestion: Command Module

How about a 'command module' internal ship part that coordinates a fleet to become more effective.
In large fleet confrontations intelligent enemies may maneuver into positions obscured by friendly ships. This leads to both a problem with friendly fire( a .3% chance per 6 friendly ships with a maximum chance of 10%) and an inability to put munitions onto target (.8% chance of not dealing damage per 4 friendly ships with a maximum of 25%).
Through organize tactics, a command module can reduce these unwanted scenarios by 80% for its entire fleet. Multiple command modules will not grant additional benefits.
