As per the title. While play testing a recent variation of master, the AI is much more aggressively colonizing planets.

I missed exactly which PR made the improvement, so I don't know who to thank. Thanks all the same.

Morlic has been cranking out the great majority of fixes & substantive improvements for the AI lately (with some support from CJ and myself, but Morlic has really been dirving it), kudos to him.

Indeed, specifically it was this one
Fix AI colonization score for "negative" planet supply
that made the biggest difference, the substantial improvement in early game development was fairly obvious from that point onwards and it makes a lot of sense from observed behaviour.
