It probably wasn't intended to be that way. You could add
"Planet" (without quotes) within the AND condition in the activation condition of the EffectsGroup that creates the ships in the Acirema species definition of species.txt.
Ya, after seeing the last few posts I I was planning on committing a fix along those lines, but was waiting to encounter Acirema in a game so that I could verify the fix before comitting. It's simple enough though I guess I'll just go ahead and put it in, howabout.
