0.4.3-6413 - no fractal hulls

Just played a Quick Start game of 0.4.3-6413.
When I wanted to build a fractal hull I noticed that the whole game had no systems with a blue star and the few black hole systems had no planets or asteroids.
IMHO the generator should ensure there is at least one usable system of each kind.

That's when you look for a red star and turn it into a black hole.

There are lots of problems with the universe generation that can't all be easily fixed. There are vague plans to add a Python API for universe generation scripting, though, which should make things a lot more flexible and fixable.

I take the approach at the point I choose my hull research that if I can't see a grabbable star of the appropriate type I go down a different route-it is of course harer without fractals as they're hideously underpriced/overpowered but they are at least difficult to make.
