Steps to reproduce:
1) open empire description (LKM on your empire)
2) start new game
3) merge all 4 fleets to one
4) split fleet to separate ships (wiil have one old and 3 new fleets)
5) chek empire description
Observed result:
Empire has 7 fleets.
Expected result:
Shown only existing fleets.
Note: Fleet shown if it is destroed or cunsumed by colony creation.

The list probably includes destroyed fleets. Or, it might be showing empty fleets that other parts of the UI hide and that are cleaned up during subsequent turn processing. Checking if the extra fleets are still present on the next turn might clarify this.
