Some add +4, some add +2, many add different amounts to different situations.
I would love to have a number, or a percentage or some clue.
Because it matters when selecting a tech that you depend on to win the game, more so if it turns out to be a wimp in the situation you are in.
What determines how effective growth techs are?

Re: What determines how effective growth techs are?
If you want to know what bonuses growth (and other) techs will give if researched, read their pedia descriptions. They are quite explicitly listed.
If you want to know why they give those particular bonuses, it was probably a balance choice. You can search for relevant forum threads and might find where it was discussed.
(Next time you have a similar question, applying the same advice might be helpful...)
If you want to know what scripting code is used to cause those particular bonuses to be applied to those particular situations, have a look at the corresponding script files in the default directory.
