If I understand you right, you want to have a tech some (late) time in the game, to make the starlane system obsolete, and allow your ships to directly jump between your/all systems.
If so, this would IFAIK brake a fundamental game design - the star lanes - which was introduced, to make AI programming less complicated, as AI have only to search a limited tree of connections between star systems to make tactical decisions.
Any technology which connects star systems completely would make AI design a real pain, and if enough systems are completely connected, tactical and strategical decisions of the AI easily degenerate to random guessing or endless calculations.
So the computer player would be no match for a human player - even worse: even between human players strategical playing degenerates most likely to which player annihilates the opposite systems faster.
