Planetary focus : Holocaust

Prerequisite tech : Ethics of War (somewhere near Concentration Camps)
Once researched, can be enabled on any controlled planet
Effects:
every turn population of planet is reduced by 90% (but at least by 1)
every turn Happyness of all planets with same species in empire is reduced by 50% (but at least by 1)
Use cases:
1) when you got mu ursh and URGENTLY need to free desert planet to move them. Concentration Camps or Evacuation are too slow
2) when you made successful surprise invasions (i.e. Starlane Bore rush) on other player's planets and need to wipe them out before his superior forces arrive to recapture them
