Unused empire alignments.

When searching for unused code I found the Alignment class and related manager and parser classes. The last time this was referenced in august 2105, when
Geoff commented out its last usage. Are there any plans to revive that concept or can the unused code be scrapped?

I've been putting off the empire-species interactions stuff for a while, and I'm not yet sure how it will actually be implemented. Some of that code might be useful, but if you really want to clean it up, I can find and restore it later if needed.
