Bad pilots, can't fly anyway

Bad pilots, can't fly anyway

It's probably been this way for a while, but I just now noticed that Silexians are "bad pilots" and also "Cannot Produce Ships". If they can't build, why give them a piloting deficit?

They can't build but sometimes do acquire. I've had a silexian Dragon Tooth more than once, and it is possible to script a crew change.

So you'd need a Silexian planet with ruins, then take the planet by invasion.

Yup. Currently that's the only method I know in which they end up flying something but there's a chance in the future that other things might be introduced.
