Good ideas that need more work

• Supply Lines define Imperial Boundaries
• Terraforming
• Simplifying the distribution of planets per star type
• A time-machine as a Tech victory
• Shadow Government: Spy victory condition (I have no idea how this could be implemented)
• The Role of Outposts and Fleet Deployment
• Gradual Exploration
