Well, I'm going with the 2.8GHz P4 because it's cheap, and still way better than what I've got now.

My ideal choice would be dual AMD chips but it's way too expensive right now.

This doesn't make sense. It seems inflexible in my view. If your empire can produce 2000 RPs a turn, why are you only able to use 500 RPs per turn on a project. Make sure you're using the .dev files that we have in our CVS repository. You should check it out to C:\FreeOrion and build from there. You should also follow the directions in the readme for WindowsKit.zip to install expat, log4cpp and the rest.
