If a topic is not FreeOrion related, then "Off Topic" seems like the appropriate place. If it's connected to FreeOrion in a reasonable way, then "General Discussion" could be used for "inspiration" discussions, I suppose.

So far just o01eg and I. I asked him to test build / run my scratch branch , since recent issues showed the my local tests and passing GitHub Action builds isn't sufficient to be sure... He found some asserts due to moving and then passing a string, and some weird issues with a debug build about bro...

It's not that we / I explicitly stopped accepting donations, but more likely that PayPal starting requiring additional account verification that I haven't done yet.

2) metropole was supposed to be a tall strategy. Basing it on sum of population makes it tall-wide again. Also switching focus is not very hard when going to wide (or vice-versa). I think I added an objects list column for annexation cost...

Putting it visibly on the button when it's not actually an option could be misleading / confusing, or would take up extra space in oder to clarify that it's not presently allowed to annex...
