Alright, I've been trying to give some thought on the diplomacy for this game and AI interaction and all that fun stuff. Personally, I think this would be a really neat idea and would tie in well with the Tech Tree. In one way, you'd move away from having the Tech Tree dictate which governments you could have and it would rely more on the policies.
