I think that's a matter of taste. I, for instance, would say that you shouldn't be able to spend left over research points to a depending research project.

Geoff, i'm just wondering why are there now two areas with the category buttons. The one you have marked and the one aligned into two rows. Or is it just the same moveable window and you showed us two possible positions of that one window?

Hmm, i was just following the thread and listening to the trouble with to less space. I'm well aware that production UI could use already existing UI elements as sidepanel / galaxy map, ... I'm not a UI designer, but i think if you would design a production UI, you wouldn't for instance waste as muc...

I would like to introduce a new thinking. What's about using a complete production screen, rather than using the main window with galaxy map and sidepanel. I guess it would make it easier to design a good UI!? Or was there a design decision in the past about it, which i might have missed?

Wow, very long reply. ;) But, my thinking is that there should be some minimal pop. It's quite odd if you fly around and drop one person per planet, and say after it the rest arrives per migration. Colony module should come with 1 pop. To prevent starving right away, you usually would feed starving ...

I think utilae's choice is already quit good, but not perfect. :P Lithovore is good but overestimated, democracy is much more important. I don't have all the points in my mind, but this choice leaves also 3 points for +2 research. This is proven to be the best combo for huge galaxies amoung friends ...
