One one hand, you could say that it would be based purely on happiness, and the planet would go to the empire that had the highest allegiance for that species. In order to prevent bypassing a blockade via fleet transfers or merges, how about only allowing transfers between fleets with the same m_arrival_lane, and merges only of fleets with the same m_arrival_lane?

Some thoughts: Since we will have two different meters measuring similar concepts, I think we ought to have a very clear idea of what each one represents in mind when designing the system. Ideally, imo, the concepts should be as dissimilar as possible while still capturing the game mechanics we want...

I should probably have mentioned that this is supposed to be quick fix anyway. The point of the patch isn't to be the last word on maintenance mechanics, but rather to stop them interfering with other aspects of the game design (in this case, hull cost balancing).

I do think your math here is off though. By the endgame stage you discuss, shifting maintenance from 5% to 1% would be vastly outweigh the effect of having maint apply to total cost rather than just hull cost. The problem with this is that the hulls already have too much structure, IMO, for their cost. In particular certain hulls offer better structure-for-cost value than dedicated armor parts! We are actually dealing with two issues here: One thing is that hulls among themselves are unbalanced right now...
