Cellular Growth Chamber unavailable

Hmmm, there is something I'm missing here.

My homeworld has operational Basic Shipyard, Orbital Incubator & Cellular Gowth Chamber structures.
Still, the Bio-Adaptative Hull is not available.
Why is that ?

Nope, it's an AI Emprire, not a monster.
I've not played the game since my last post but I still have it at hand, I'll try some experimental moves ASAP and check exactly what happens on numbers.

However, from observation but I can't confirm this, it's a 10% chance for each ship for each planet they're in range of, so if a fleet is near two planets then it gets two chances of being dominated, etc. Yep, that's the way I understand the rule.
