Sorry, the point I was trying to make was that it should be up to the player how they counter tactics like that, not an arbitrary rule about where you can place ships. The problem is with Long Range Ships being used by the attacker, and Short Range defenders. In theory you could deploy the Short Range ships in the start area* and shred the Long Range Ships on entry. Isn't that a more of a game feature? Would the actual upgrading of ships be handled something like Civilization, or would you actually have to spend time/PP on upgrading the ship? From the way I see it it would be better to use the first method. Since (from what i can understand) production of ships is distributed across the empire, it makes more sense (to me as the player) that all the components of my new Mark VI Titan of Death, the engines, computers, etc. are being built ...
