That depends on how you choose your cathegories. You could also say there is the big cathegory A of very humanlike aliens, cathegory B of aliens that primarly resemble a specific earth animal and than there is cathegory C: other. My point is that categories are made up by choosing criteria you cons...

My Problem with the empire experience pool idea is that it forcibly adds economylike effort(after all it's a new resource) to an issue which is about tactical combat. The reason I include decay is because it encompasses the entire range of "crew, admirals, leaders" whatever they are dying ...
