My impression is that this is overly complicated. Firstly, I don't think a "function" button is needed; the icons before the application will make clear what function an application has. Arguably, population, industry etc. boosts do not require to have the "boost" icon overlaid. It sounds like a legit assumption, that they are boost either way. We could show a button to switch between each theme (like tabs in a spreadsheet, showing only one sheet each time) [...] This is the way to got imho. The player will need to scroll vertically to get to higher tiers. I'm not planing to add upgrades to shields. Why not? Seems like a typical refinemen...
