Idea for policy, inspired in the Pleasure Domes of MoO2. Stability +infrastructure/5 (more developed planets can offer better entertainments), +1 IP when influence-focused (tourism), -10 to target infrastructure (facilities for this takes up space for other infrastructures).

Could you post some screenshots? Does combat trigger anyway? What is the composition of your fleet? Is the planet visible? If it is not a bug (probably isn't, no one reported this), the culprit could be that the planet was hidden ("seen last time on turn X"), or that your fleet was set to not attack...

I just recognized the combat policies FLANKING and CHARGE only work for the ship weapons, not fighters nor arc disruptors. Probably that is wrong. A side note: being an absolute bonus (+6) instead of something that depends on ratio of allied ships over total ships in combat or level of the weapon, ...

I'm not sure. I think monsters are not "Ship" (FOCS condition), and so they should not benefit from several effects that regenerate structure of ships. But also I think I remember myself repairing squadrons of snowflakes and krakens to send them back to the front... I'm afraid you'll have to try it ...
