There's no real trick apart setting a planet not to growth, and going to another planet, hovering over the Population icon and getting the list of boni. No need to go to another planet, check it in current one. With Objects window, order by species and focus, you would also locate the other planet,...

I made a PR to make policy adoption costs based on number of owned planets or owned population use the square root of those magnitudes, to make it possible (still difficult) adopting policies late game. It doesn't need to be funnier than the rest, if that even makes any sense, it just has to work well, address issues ...
