could be implemented as a "Stargate Automated Sender" building used as a second trigger condition besides the focus.
So in order to turn off the feature, the player would have to destroy the building?

Oh wow, I wish I read this before I compiled from source the other day, this is a low end PC and it took almost 2 hours!

Thanks for the PPA, especially with 16.04 and x86 support.

I gave this a fair amount of thought, and....

Currently you can set off a nova bomb in a starless system which due to fluff is wrong, so...

How about

All nova bombs make nebulas
but
a nova bomb can only be set off in a starless system if encased in a solar hull!

Boom!
