That is exactly what you describe: You can't build an IRA at Istella if there is one that doesn't belong to you, but you could build on at Iszm D. Still as usual, I can annex Sera but not Nay. On the Istella front, I still can't build an IRA on it but I can on Izsm delta. I still can annex Serra, but I can't annex Nay. So, probably a Supply problem indeed (that's what fails the conditions anyway). The problem with making it requires a Space Elevator in-system is that Elevators are not particularly fit at the positions where you want your Geo-Integration Shipyard, so even if it certainly works with the fluff, it's a bit of a building spam, which we usually want to discourage.

Turn 217, still no annexation possible on Sera alpha.

o01eg, please don't launch a ship there for now.

I'm having BlueAward send ships to Nay so see if the Annexation problem exists there too or if it is limited to pluriplanetal systems.

I'd say we need more competing Policies.
But anyway it's not obvious to have a Policy able to compete with Design Simplicity without being overpowered...
