... insert a lot more mostly empty systems in galaxy generation ... Please no, that would drastically increase memory requirements. I seriously doubt that. Do you mean RAM? Yes. freeoriond got oom'd on 900 systems on my server (1GB RAM, of which at least 500 MB were free at the time of start).

AFAIK scoop is 0.3/turn when stationary. Oberlus, 0.5 (which seems to be the default) per part is simply not reasonable when you only have 1-2 internal slots on early-mid game ships (when you need that stuff the most). Python is hard to cross-compile, I'd rather see FOCS replaced with Lua. I cross-compiled it for Android and even cross-compiled boost with python support. This would be great, yes. Reduced damage in favor of more strikes, anti chaff and would encourage shields. Also, a planet only having one cannon is a bit hard to believe.

What about having fighters cost PPs? Something low, like 0.2 for interceptor, 0.3 strike, 0.5 bomber, 1 HB.

Revamp stealth and you can blow carriers out of the sky before they can launch. Fighters add diversity to the game, I'd hate to see them gone. One could make them cost PP to replenish, so you'd have them stocked at planets and they'd be used to replenish destroyed ones. Also going to 4 combat turns ...

I'd rather play in a fixed large teams setting where it is harder for one team to grow exceedingly large due to favorable starting conditions. You want less chaff, but your numbers are batshit. Must keep vanilla balance between research and production or all game balance goes to hell. So tech cost must stay as 2x part cost. Since both colony/outpost parts and any other ship part share the same multiplier (part cost), you can't make chaff ...
