I don't know how many PP/turn would be saved by this, as my on-paper calculations were always wildly off to what the game told me.

Alright, but then I'd expect the amount of troops to slowly drop. In any case, note the keyword "militia" in "defensive militia training". These are not regular troops trained at regular troop training facilities. And, if we go with the explanation of "The ships are firing on defensive installations...

Make damaged ships not be "like new" after repairs.

A ship that was almost shot to hell should not be as good as new after repair. There should at least be a structure penalty, perhaps the max hp should be at most twice of the lowest HP it ever had.

Defensive militia training +1 should IMO do so even when the system is blockaded. I find it strange how industry/research output is unchanged, but troops do not increase? Seems they severely underestimated the advanced Replicon fighting force. Eh, sims didn't account for reinforcements (which I expected). You must have double the PP and I'm being eaten from both sides. It was just the last suicide mission. It's kinda the opposite from last game. My empire was misman...

Not just for those, re-using code from other projects would also save time and move communities closer. That's the most valuable part of it all.
