Well I did my last turn for a couple of days. Now I have to pack my bags so have a nice game :)
As it seems BA doesn't do such a job right now, I'll be glad to give you my empire for that short period to see how it works.

I will be on holiday for one week, starting sunday the 24th. I shall be able to log in every two days but maybe it's more convenient if BA or LR would take care of my empire.

Yes its deliberate. The other way to hide a shipyard is the resonant moon special (which can also be built with the artificial moon tech). Its only +10 stealth, so even with force energy camoflague (+20 stealth), you only reach 35 stealth Maybe "orbital" and "planetary" building...

Shipyards and such have 5 stealth, not inherited from planet. Not sure if that is by design There is this tech (don't know the name right now) that increase the stealth of buildings. As you clearly see, there is a bug in the annexing siterep. Should be fixed easily.

Also, what makes Bio-Adaptative Ships a bit unbalanced is that they combine the best Stealth in the game and the best regeneration rate in the game. Recently we are at 1 turn every 2 days. I don't think there are technical problems. It's a bit odd to play with such low pace.

On the flipside, I don't like you get the planetary cloud cover the turn the invasion arrives and its suddenly +20 stealth. I just talk about the distortion modulator. Every thing else is fine for me. There was a discussion about Omni-Scanner before, telling it odd to search for one stealthy hidden...

Perhaps a universal +5/-5 planetary stealth growth/decay? If I got it right, you have to stay 4 turns in one system to get the full -20 stealth of lvl 2 distortion modulator. I don't like that. That's 4 turns for the hidden planet to act, e.g. evacuate, place defence focus and keep hidden or build ...

btw on independence topic, Oberlus released outpost through independence decree which works out faster than actual abandoning of outpost.. I mean I pointed that out before I think, maybe it should not be possible to grant independence to outposts if there's that "abandon outpost" mechanis...
