So let me get this straight, the idea here is that tech costs increase over time? Has anyone considered the effect this would have on gameplay stile? There could also be starlane "seasons." In the off season perhaps 40% of the starlanes fade out, cutting off random parts of the galaxy. To be fair, when I played home world I routinely broke the unit limit rule as well. The second half of the game I never made a ship, I couldn't.. but I captured nearly everything I came across.
