I just noticed; a lot of races keep using the same planet types over and over. Lots of terran and inferno races, but not many barren or radiated races from what I see. Maybe something is wrong with the EP's?

It can only work if ground combat is also simple, which FO's proposes to be. It may well be more intuitive to do so, considering that space is the focus of FO, with ground combat playing a decidedly subordinate role. But I still don't get the business of regions.
