Another interesting idea might be for a bit of linking between the catagories, say each Goverment choice has its "natural" or "prefered" Legal, Economic and Labor partners. or they could appear as "alien artifacts" ala SMAC, but yield more than just hurried production or technology.

You get alien artifact and you have to bring it back to one of your worlds. Then you have to research it...
