I did not realize UTF-8 encoded string literal is not implementation-defined.

Should/can the IMPERIAL_STOCKPILE_x.focs.txt files be renamed to match their tech names? Might be nice to have these in a new pedia category (under production tech category). Same as Dilvish here, I do not see any issue.

If you are up to narrowing it further, git bisect would be the tool/feature to use.

Could someone affected open an issue? Preferably with a screen shot if possible.

Assuming only in regard to manual fleet movement, might be simple to add an option to use LeastJumpsPath instead of ShortestPath. (Not sure I would use such an option, but no objections)

For the AI, there were some recent improvements in PR 1761, which has a nice description covering the topic.

As it is related, I recently tried setting up a gitter channel (similar to irc, with chat history and integrations).
I did not spend much effort on setup due to low chat traffic on irc (probably partly due to lack of chat history unless a bouncer is setup).
