So IMO the solution is to have each player's ship limit be determined as a fraction of the technical limit, where the fraction is determined by the relative ship strengths in the system for all the players. I don't think we need an arbitrary ship limit 'per alliance' - I think there should be a technical limit to the number of ships per player, but if you went to the trouble to assemble 300 ships between yourself and the Darloks, you'll be sorely disappointed if 200 of them bugger off!
