It even can be of an advantage, eg. if a system is reclaimed then the race can continue their colony building. Or if a colony is destroyed by an attack depopulating it etc pp then you could also decide to finish the building that's already been started.

If the colonies starts are of different species, I believe that you can start two at the same outpost. Another possible explanation could be that an outpost was captured by a race, which couldn't go on and finish an already begun colony-building. This then gets stuck greyed out in the queue and mos...

I've even seen the AI make too many outpost base vessels in a system. I'm not even sure how that could happen. They aren't labelled as decoys and the number of planets never gets smaller. So I'm not sure how it makes a couple too many. Surely the computer can count planets as well as I do. See this...

What puzzles me is that fleeting ships together doesn't reduce lag. In other game it does so significantly. Given that there's no upper limit on the number of ships you can fleet in FO together, if a fleet would just be handled by the game like a single ship it would solve the issue at hand. Salvage...

Make sure you have the game window selected when doing such a test, as it will drop the FPS substantially when it doesn't have the UI focus, in order to minimize background CPU usage. I also raised the lag-issue multiple times but your solution wouldn't actually solve anything - if my current tolerance of lag allows the creation of a 500 system galaxy, and you generally reduce totalshipcount by 50% - then the only thing it'll ultimately mean is I can now create a galaxy holding 1...

What do you want with big hulls early on? You don't have the necessary production to complete such a ship anyway - esp. if you're also suggesting to generally increase hullcosts as well... Those two initial scouts and fighter get killed by absolutely anything and the first scanner research is a biggie for those early low count research points. Players do not like having their scouts killed early because they don't want to waste time making more when they prefer to be building colony ...

There's a fast engine available for the Core Slot - but I don't think that propulsion should be made available for external slots - because enginebonuses are stackable [resulting in speed +300 interceptors to pick on unguarded AI troops/scouts]
