A thought: What if Psychological Domination unlocked a building that gave the effect (similar to how Active Radar unlocks the Scanner building)?
Would this nerf PsychoDom (since we all seem to think it needs a nerf) appropriately?

This sounds good . Maybe make the effects extend to adjacent starlanes only so players will have to decide where they want to build the PsychoDom.

If we were going to nerf it (i'm not exactly convinced it needs to be),
I'd rather see it made an expensive ship part or special hull. Those could be destroyed, more readily than buildings, and would add more strategy to the use of the tech.
