That has already been fixed with PR 128. But creating invalid designs doesn't cause an error (they even work normally), only the log file will show that something is wrong.

Kraken, Snowflakes and Juggernauts will no longer mature to level 2 in the first 30 turns of a game, the threshold for level 3 is 60.
Kraken will have their chance tripled when in a system with Krill.
The Krill part was a bit tricky, but i managed to test it by tweaking spawnrates and flooding the galaxy with Krill & Kraken. Now players can feed their Kraken with the Krill Spawner.
