Understanding how the new mechanisms affect balance is one of my goal in this game so balance issues are not that much a problem, but tackling the one I was able to spot on my first test game (in single player) would still be better I believe.

For me there are mostly small planets around. A few medium, which all are hostile and one large which is hostile and monster guarded. Wish I would be the sly one...How is it going for you, pals? For me, turn 7 and I still didn't find a planet for colonization (no good, no adeqs, no natives). I guess I'll rush Exobots.
That means, that checksum calculation did not wait for all parsers which use or define named values. I highly suspect policies not being part of checksum.
