suggestion: advance tech to remove xenophobia bias

It would seem to me that when a species gets far enough along, when the galaxy is one thinking group, that xenophobia would cease.
Suggestion: add an advanced tech or thought mechanism to eliminate effects of xenophobia.
Most other negative characteristics have tech to amend or ameliorate their problems. At some point, xenophobia should join this too.
