Can someone please explain to me how this is considered random? L29Ah's ship's ARCs were stuck hitting mostly the same target in each of the 3 subturns!

Has anyone ran randomness tests against this "random" number generator?

Shit happens?
Random is not necessarily "relatively uniform".
Has anyone ran randomness tests against this "random" number generator?
