recently introduced bug when colonizing or invading a planet

Some recent commit seems to have messed up the colonisation / invasion numbers, maybe related to the recent work on the server meter calculation?

Um, yeah, I just colonised a planet in my new compile and my Egassem new colony has a population of 14 with a target pop of 10 and it's going to shrink for a bit. That's, um, weird.

Problem is that ship part capacity meters aren't being properly clamped to be no higher than the corresponding max capacity meters, or that they aren't being reset each turn so their value keeps being increased (for some reason...), or something like that... not sure yet.

Hi,

yeah, confirm the meters are loose!
Playing latest build some minutes ago build 2016-02-01.fc99d7b
The colony ship is counting up 1 colonising strength per round and the coloring indicating survivability is incorrect.
Ahh, nice pix for the planet types, eyecandy! :D
