Specifically, it's a -2 on non-focused stats on the turn of a focus change, it reverts to -1 on subsequent turns. Force/Energy currently gives a bigger bonus and malus, there're changes afoot when I've time to reduce both of those a bit (it's overpowered as is).

I don't know where a -3 can come from but I might be missing/forgetting something.

Hmm, there's some inconsistencies in the tooltips/displays.

As you can see, shifting the focus from research to production changes the research display at the top to read 11.2 from 12.2, and 11.2 is in fact the amount of research that occurs upon hitting the end turn button. We still do only 12.0 industry, so basically switching focus made us lose 1 point of (research+production).

Shifting the focus also changed the tooltip to read an expected change in research to next turn of 9.2 (or -3, this is where i was getting -3 from), but in fact the next turn's research is 10.2, and inudsty is up to 13, so basically we'll be operating under a -1 to (res+prod) until we get to our target values. (If we have equal multipliers for ind/res, we'll hit our min research one turn before our max industry).

I think that explanation was pretty confusing, but to sum it up, shifting focus gives an immediate -1/+0, with a -1/+1 on subsequent turns, and the tooltip erroneously displays a larger malus.

Still a significant deterrent to high frequency focus shifting, but not the -3 per turn that i thought was going on. Thanks for the correction.
