Slow down ground combat

Make ground combat cost more than 1 turn.

Common case it need 1 turn to occupy.

Then:
1 If Out of supply network, 1 more turn.
2 If planet is poor habitation or worse to all your troopers, 1 more turn.
3 If you put much more troops than needed, lesser turns.

When ground combat is ongoing:
1 invading planet's ground defense reduce every turn. If zero, occupied.
2 You can put more invading ships.
3 You can't withdraw ground combat.
4 Invading planet are forced to set to "ground combat" focus. Target supply reduce to 0. Target shield, target attack reduced to 0.

Why slow down?
FO can too easily "feed the war with war", especially for supply, you can extend your supply line very easily.
