The Stability requirements for most boni are ridiculously high, and for no good reason.
Someone (Wobbly ? Don't remember) wrote that they'd prefer to have boni to Stability instead of lowering the Stability bar for production/research boni.

So, how about going back to the old idea of having Stability bonus for quality of planet ? Base +5 for Good planets, +2 for Adequate, -1 for Poor and -4 for Hostile - that would make Terraforming more of an option since it would raise Stability and not only population maxima (so useful even if one already has Cyborgs).

Then we can have Species Traits that changes this bonus :
Adventurous : +4 for Good planets, +3 for Adequate, +2 for Poor and +0 for Hostile
Curious : +5 for Good planets, +4 for Adequate, +0 for Poor and -4 for Hostile
Foolhardy : +3 for Good planets, +3 for Adequate, +4 for Poor and +5 for Hostile
Cautious : +5 for Good planets, +2 for Adequate, -3 for Poor and -5 for Hostile
Timorous : +5 for Good planets, +0 for Adequate, -5 for Poor and -7 for Hostile
Homebody : +7 for Good planets, +1 for Adequate, -3 for Poor and -4 for Hostile
